Refactor ProtectedBlockFilter to support more use cases

To make it support the same API as Block.getBlocks().

When Block.getBlocks() was introduced instead of Block.getChildrenByType() we forgot to refactor ProtectedBlockFilter.

We might also want to implement the need to filter out protected blocks in a different manner. Since ProtectedBlockFilter is internal, we can easily remove it or change its implementation completely.
