Links to changes are not properly displayed in the email notifications

STEPS TO REPRODUCE

1. Login as Admin
2. Create an user (e.g. U1) and set a valid email address in its profile
3. Login as U1
4. Go to Notifications > Settings
5. Set 'Details of the changes' to 'Nothing'
6. Set all Pages Notifications to ON (menu and e-mail)
7. Login as Admin
8. Create, edit and comment a new page (e.g. Pag1)
9. Trigger 'Notifications daily email' (as set by default in user's profile) from Job Scheduler
10. Check the notification email received by the user U1

EXPECTED RESULTS

Since the 'Details of the changes' are set to 'Nothing' in the user's settings, the notification email does not display the changes as diffs, but they are displayed as links instead (see expected screenshot).

ACTUAL RESULTS

In the email received by the user, there are no links displayed for the changes performed by the Admin on 'Pag1' (create, edit and comment).

However, if the 'Minor event' filters are turned off in the user's notification settings, the link for the changes is displayed only for 'comment' event.
