Share by email window select local users list by default even if there is only global users

On a wiki different of the default XWiki, if I want to share the page by email thanks to the menu of the page "Actions->Share by email" by default the list of users if populated from the local list of users even if there is only global users.

If there is an empty list of local users it shouldn't select this list by default.
