Simple users don't have right to remove an annotation (they created) from the Comments section

      Description

      Preconditions: Create a simple user.

      Steps to reproduce:

      1. Log in as a simple user
      2. Create and populate a new page
      3. Add an Annotation (Ctrl + M)
      4. Click on the small yellow box
      5. Observe the users options
      6. Observe the options in the Comments section

      Expected results: The user is able to remove the newly added annotation from the annotation box and the Comments section.

      Actual results: The user has remove rights only in the annotation box, not in the Comments section.

      Note: Admin has rights to remove all.
      On XWiki 10.4 the user had the option to remove annotation from Comments section.
