Improve the icon API for REST API usage

    Description

      Currently, icons can only be rendered in HTML or wiki syntax, which is not good for a REST API. The idea would be to provide a more generic method in the icon API to be able to render an icon for any format.
      We will also need a method to pull icon resources that can be used in velocity templates.
