Allow tests to have access to the configuration for Docker tests

For example, it can be useful to have access to the host and ip address of the xwiki running instance so that tests (running on the host) can assert XWiki-generated URLs. Note that the host and port can vary depending on whether XWiki is running on the host directly (jetty standalone) or inside a Docker container (tomcat, jetty, etc).
