'Skin' page picker is missing on instances created through Distribution Wizard

    Description

      STEPS TO REPRODUCE

      1. Unzip a fresh XWiki 10.10 instance
      2. Delete 'data' folder (if the case)
      3. Start XWiki
      4. Follow the steps to complete the Distribution Wizard
      5. As Admin, go to Administer Wiki > Look & Feel > Themes
      6. Observe/click the 'Skin' drop-down field

      EXPECTED RESULTS

      The 'Skin' drop-down contains a page picker.

      ACTUAL RESULTS

      The page picker is missing on XWiki instances created through DW (screenshots attached). However, on instances with Standard Flavor pre-installed (i.e. unzipping a fresh instance with pre-installed flavor on HSQLDB), the page picker is displayed.

      The issue was reproduced on HSQLDB, MySQL 5.7, PostgreSQL 10 and Oracle 11.2.
