Changing the width of the right panel column using "Page Administration : Panels" moves them to the bottom of the page

Steps to reproduce:

• Create a space "Level 1"
• Go to "Page Administration: Panels" for this space
• Change the "Width of the right panel column" to "Small" (or another option)

Result:

• the panels are moved to the bottom of the page

Expected result:

• the width of the panels is updated
