Display a popup explaining why the filter is read only

When a watchlist filter is displayed in the notifications preferences UI, it's shown as read only. When hovering over the line, a message should explain that it's an imported filter from the old watchlist and the user would need to delete and recreate the filter to be able to enable/disable it.
