Skin extensions associated with asynchronous elements are loaded with absolute URL sometimes

At times the CSS from xwiki/bin/ssx/Panels/Applications is not loaded, leaving a big padding between the items in the application list.

I suspect this has something to so with the panels being loaded "late" via AJAX-request.

If I reload the page, the effect usually goes away. For some reason the panel is not loaded via AJAX in this case.
