Project JAR extensions are not provisioned when not inherited by XAR extensions

Right now only XAR extensions are provisioned in Docker-based tests (and their transitive dependencies, including JAR extensions). We need to add support to also provision JAR extensions, even when they're not drawn by XAR extensions.
