Global Users don't appear in the Auto-sugest of groups in subwikis

Steps to reproduce:

1. Log in as Admin
2. Create some global users
3. Create a subwiki with Scope global users or both global and local
4. Access the subwiki
5. Go to Administer Wiki > Users & Rights > Groups
6. Create a group
7. Click on Edit to add users
8. Click on the text field below "Users to add"

Expected results: The auto-suggest shows the global users.

Actual results: No users are shown. The global subgroups are showing.
Also, the users are shown in Users > Add or invite users to wiki > Username

NOTE: The users are showing properly on 10.11.8
