URLFactory was not allowing filter of requuest url

Pages that set a xredirect=$xwiki.requestURL() are broken when a custom url factory is being used (e.g. rights management page).

XWiki.getRequestURL() should delegate to thhe URL factory so that it can rewrite it as neccesssary.
