Multilanguages selection menu is inconsistent

    Description

      Preconditions:

      In the Global Administration: Localization page.

      • Multilingual is set to Yes
      • more than one language (for instance, English, French and Spanish) is selected
      • the default language is english

      Expected result:
      All the languages are expected to be available in the right-hand side menu for switching language.

      Actual result:
      Only a subset of the activated languages is presented. See screenshot below where French is missing:
