Add translation keys for the state of notification toggles

Currently the labels for toggle controls for notifications are kept at their default values ON and OFF.

According to the "bootstrapSwitch" documentation, these values can be set via:

element.bootstrapSwitch('onText', ... )
element.bootstrapSwitch('offText', ... )

it should be possible to add translation keys to set the text of these toggle controls.
