Events distribution should start after the init of the installed extensions

Right now the order is:

• core extensions components registered
• start observation manager
• installed extensions components registered

This means when listeners are going to be initialized (when the first component registration event is sent) they may or may not see installed extensions components depending in which order they were loaded.
