PDF export fails when offline on some pages

That's because the xhtml1-transitional.dtd file is not present locally.

Note that even if online, this can also fail if the user is behind a proxy and java proxy settings are not configured properly or the firewall blocks the access (see http://xerces.apache.o<rg/xerces2-j/faq-general.html#faq-10).
