Add tooling to ease Solr core creation/migration

Any extension can request a dedicated Solr core since XWIKI-17129 and do whatever it want with it. Would be nice to put very common tasks (keep track if the version of the schema and decide if it needs to be created or updated, have some very common base types, etc.) in some helper.
