Make it harder for users to pick an empty wiki when selecting the flavor

    Description

      A lot of users make the mistake of picking an empty wiki (probably thinking that they don't want any data in their wiki) and they don't understand that that they'll really have nothing, no apps, nothing. Since 99.99% of users want a flavor, make it a lot harder to choose an empty wiki in the UI and push the users towards picking the XS flavor.
