Add the possibility to make search functionality public in private wiki

The search functionality is not available in a private wiki with some public content.
In order to make search work in a private wiki with public content there are two possibilities right now:

• either make all Main and XWiki spaces public. Which is not a good idea because Administration sections and other private area become public.
• or go on many Search code related pages and give the proper rights on them, which results in many specific rights given at page level. And the rights management becomes difficult.

Would be nice if all Search functionality related pages would be in dedicated space, in order to be able to easier make it work in public-private wiki. Or if this function would be available from the Search settings in Administration section.
