When a country+language is selected the drawer languages and the information tab don't fallback to the country translations

To reproduce:

• Configure your wiki to multilingual with EN + FR (make sure to pick fr_FR) as on the screenshot:

• Go to the home page which has FR translations by default and notice that the FR translation is not proposed in the drawer and the information tab proposes to translate to it.
