'Translate' button is not displayed for user created pages when a page has no translation in current wiki language

STEPS TO REPRODUCE

1. Set the wiki to be multilingual, with Supported Languages: EN, FR and default language EN
2. Create a page e.g. P1 (which will have the original language EN)
3. Go to Home page
4. Switch the language in FR
5. Go to P1
6. Click 'Modifier'

EXPECTED RESULTS

As the page P1 has no translation in FR and the current wiki language is FR, the 'Translate' button is displayed.

ACTUAL RESULTS

The 'Translate' button is not displayed. However, the button is displayed when click 'Modifier' on Sandbox > TestPage2 or TestPage3 for ex.
