Create page UI should explain that we cannot create a terminal page on root space

Reproduction steps:

• Try to create a terminal page on the root space

Obtained result:

• The UI is asking to put a parent page but it's misleading since the hint specify "Leave empty for top level page". (see screenshot)

Expected result:

• The UI should make clear that we cannot create a terminal page on root space.
