Add support for disabling the in-place edit of plain wiki pages

A couple of users have expressed their wish to disable the in-place editing of plain wiki pages. Thus we should add a configuration option for this. It would still be enabled by default, but at least the users will be able to get back to the old behavior of the Edit page button if needed.
