"Clear all" doesn't work properly anymore

Preconditions: Have a simple user or admin with some notifications

Steps to reproduce:

1. Click on the Notifications bell
2. In the Notifications section click on "Clear All"
3. Click on Yes
4. Refresh the page

Expected results: Notifications remain clear after the refresh.

Actual results: After the page refresh some notifications reappear. In this case it after repeating the process 3 times all the notifications disappear.
As tested with other users too, in some cases, where more or less notifications were listed the "Clear all" had to be clicked several or lesser times.

Note: The "Clear all" function is working properly on 12.5.1
