User mentions from subwiki are received on Notification mails as page edit events

      Description

      STEPS TO REPRODUCE

      1. Create a subwiki
      2. Create a local user on it (e.g. UL1) with a valid email address
      3. Login as UL1
      4. Go to Notifications Preferences > Applications section and set Mentions ON for both Notification Menu and Email (all Pages toggles are set to OFF)
      5. Login as Admin
      6. On subwiki, edit a page
      7. Type '@' to display users mention list
      8. Select the local user from that subwiki (e.g. UL1)
      9. Click 'Save & View'
      10. Trigger the 'Notifications daily email' job from Scheduler.WebHome (on Main Wiki)
      11. Check the email received for UL1

      EXPECTED RESULTS

      The local user from the subwiki received the mention notification on its email as a Mention event like:

      You have been mentioned by Administrator.

      ACTUAL RESULTS

      The mention event is received in the email as a page edit event, although all user's Page Notifications Preferences are OFF.

      The issue could not be reproduced on XWiki 12.5.1.
