Get rid of Struts

    Description

      We override pretty much everything Struts do and have ugly hacks to disable the rest so there is not much point in keeping it.

      The end goal is to convert all action to resource reference handlers but in the meantime we could keep them mostly unchanged and replaced what lefts of Struts job.
