Notifications mails are not received anymore if Read Event Filter is set to ON

STEPS TO REPRODUCE

1. Login as Admin
2. Create an user (e.g. U1)
3. Login as U1
4. Go to Notifications Settings
5. In the Applications section set Pages Notifications to ON (for "E-mail")
6. In Filters section set "Read Event Filter" for both Alert and Email to ON
7. Login as Admin
8. Create/ update/ comment/ delete a page
9. Trigger the "Notifications daily email" job from Scheduler.WebHome
10. Check user's U1 received emails

EXPECTED RESULTS

The user U1 receives a notification email with all events performed by Admin.

ACTUAL RESULTS

No email is received.

If the "Read Event Filter" for Email is set to OFF, then the emails are received again.

The issue could not be reproduced on XWiki 12.6.2, where emails are received, but without Read Event filtering, see XWIKI-17920
