Resolve the mention link according to the type of the mentioned user

Currently, the mentioned user is expected to be an local user (the reference macro parameter is of type org.xwiki.user.UserReference).

The resolution of the link the the mentioned user page should be modularized to support future types of mentionable actors such as groups or activity pub users.
