SOLR search engine configuration should give an option to have search span all wiki even in subwikis

Currently when in a subwiki the solr search engine gives results only on current wiki. There should be an option both for the main solr search and for search suggest to span all wikis even when on a subwiki.

This could also be the default in the main wiki configuration, overidable in a subwiki.
