Remove the old user picker based on Prototype.js

We're using the new user picker based on Selectize.js since some time and the old user picker is not used anymore in XWiki Standard so it doesn't make sense to bundle it anymore. This won't have any effect on the users if they use the #userPicker() Velocity macro.
