Prevent XWiki from starting when the permanent directory is not set or doesn't exist or is not writable

This would allow lots of problems of users not setting it since this makes XWiki use the servlet tmp dir, which can be removed at any time. It would also solve issues such as https://forum.xwiki.org/t/permanent-directory-when-fail/8609
