eMail Notification and Watcher lists

eMail Notification Plugin should be improved to allow:

• subscribing to notification on a space of the full wiki on a daily, weekly schedule
• allow to subscribe to notifications on specific page with a immediate, daily, weekly schedule or only through the watcher list
• a watcher list page should be created
