User isn't redirected to the selected section on IE 11

Steps to reproduce:

1. Create a page and add some text content
2. Add Heading 1 at the top and Heading 2 at the bottom (with paragraph format)
3. Click Save & View
4. Scroll to the end of the page and click the Edit button for Heading 2 (small 'Pencil' in the right side)  

Expected results: The user is redirected to the selected section in edit mode.

Actual results: The page is opened in edit mode with Heading 2 being marked as selected but the user isn't redirected to that section. The page opens with Heading 1 first. 

NOTE: This only happens on IE 11, it works ok on Chrome/Firefox/Edge.
