Empty space displayed in some cases in the Administration sections

Steps to reproduce:

1. Log in as Admin
2. From the Drawer access Administer wiki
3. Click on Users & Rights > Extension Rights
4. Click on Users & Rights > User Directory
5. Click on Users & Rights > Invitation
6. Click on Users & Rights > Authentication
7. Click on Look & Feel > Menus
8. Click on Look & Feel > Applications Panel
9. Click on Look & Feel > Navigation Panel
10. Click on Content > Annotations
11. Click on Content > Delete
12. Click on Editing > WYSIWYG Editor
13. Click on Editing > Syntaxes
14. Click on Editing > Name Strategies
15. Click on Editing > Syntax Highlighting
16. Click on Mail > Mail Sending
17. Click on Mail > Mail Sending Status
18. Click on Mail > Advanced
19. Click on Search > Search
20. Click on Search > Search Suggest
21. Click on Social > Likes
22. Click on Social > Mentions
23. Click on Social > Message Stream

Expected results: The content of the page is vertical aligned to the top.

Actual results: Some empty space appears at the beginning of each section.

NOTE: This doesn't reproduce on 12.10.9 and 13.6.

Reproduced on 13.7 RC 1 and 13.7 with MySQL 8.0 and Standard using Chrome, IE, Firefox.
