Number property input does not take into account the current locale to parse floating numbers

When you are in a French system and French wiki you are going to write floating numbers as "1,3". Unfortunately, the only syntax supported by the number property is the American one ("1.3") and saving will result in the number not being stored at all. At least failing the save instead of loosing data would have reduced a bit the WTF effect. The result on French users (many of which have no idea it's possible to write floating numbers any other way than with a comma) is quite blocker.
