Allow Skins to be loaded from the classloader

Currently, skins can be loaded from the wiki and from the environment (the WAR).

In the context of PageTest, the skins can be located in a dependency.

In this context, it is interesting to be able to load a skin from the classloader.

This would also allow to install a skin as a JAR/WEBJAR extension.
