Live data doesn't apply filters from configuration on load

Filters in Live Data are not applied when reloading the page after filtering the results. While the filter values are displayed, the results do not respect them. Only after triggering an update of the results, e.g., by modifying one of the filters, the results are reloaded.

This is a regression introduced in 13.8RC1. The regression is introduced in commit 3847664da0ade669a2438f93486c193b5ffea030 which moves loading the entries before (parts of) the initialization. Reverting that part of the commit fixes the issue. A cherry-pick of this commit is included in the 13.4.x branch and thus scheduled for release in 13.4.4.

Steps to reproduce:

Go to menu -> Administer Wiki -> Other -> Logging

Enter "jmat" in the input under "Logging". Reload the page.

Expected result:

Just three results are displayed as before reloading.

Actual result:

All 1878 results are displayed (depends on the distribution).

Note that this affects all live data instances, not just this one, this is just the oldest one and thus easiest to reproduce across all versions.
