For offline installation, extensions list after a search displays multiple version of the same extension

For an offline installation when an extension has multiple versions deployed offline, when searching for extensions multiple versions show up (1.0, 1.1, etc..). Versions seem to be ordered from low version to high version.

When choosing "Local extension" instead of "Available extension" there is only the latest one.
Also the "stable versions" list cannot be loaded in offline mode.

Is this is an expected behavior ?
A drawback I see is a risk of having a difficulty finding the latest version. At least showing the latest versions before would be best if it's not a good idea to hide older version in this case.
