Provide access on the UI to the history of the administration page(s)

Currently, when going to the administration of the wiki or of a space, the UI is specific to this task and provides access to all administration sections.

Some of the preferences of the wiki are still stored in the XWiki.XWikiPreferences page or in the Space.WebPreferences page (even if the idea is to move them out to their own configuration page), and rights are still stored in those pages (and there is no plan to move that out).

Thus, the history of these pages provides a lot of valuable information about the moments in time when configuration changes were done, the authors of those changes (amongst the admins of the wiki) as well as the possibility to go back in history to a previous state.

Since the page menus are not displayed on this page, there is currently no way for a user to access that history from the UI. However, when the history URL is written in the browser address bar (by a user that knows how to compose that URL), the history is visible and usable.

This ticket is about adding a way to access that history from the UI, for the admin.
