Users receive comment notifications for own events on some pages as if they were performed by Admin

STEPS TO REPRODUCE

1. Create/Open a fresh instance of XWiki 14.0 RC1
2. Login as Admin
3. Create an user (e.g. U1)
4. Create a page (e.g. Pag1)
5. Click on Notifications bell and turn all Watch toggles to OFF
6. Login with the user
7. Go to Notifications Settings and set Pages toggles to ON
8. Go to page created previously by Admin (Pag1)
9. Add a comment
10. Refresh the page and observe the notifications list

EXPECTED RESULTS

No notifications are received by U1.

ACTUAL RESULTS

The user U1 receives a notification that the comment was added on Pag1 by Admin. It seems it does not reproduce if the comment is added on a default existing page like Home or Sandbox.
