Context element suggestions are not dynamic enough

Currently contextual element suggestion as stored in the xclass at startup but any extension can introduce new elements and those won't be proposed until next restart.

We need a dedicated xlass property type for context elements which dynamically get context elements when asked for it instead of storing them in the class.
