Load prototype.js and Scriptaculous from their WebJars rather than the XWiki WAR

    Description

      There's no point in keeping prototype.js and Scriptaculous in our source tree if:

      • they don't have any customizations (besides a patch for XWIKI-8497 but we don't support IE9 since a long time)
      • they have WebJars published on Maven Central with the exact version we're using
