The default icon theme is not used by the rest endpoint when no current theme is defined

When no specific icon set is requested (iconSetName is null) and there is no current icon set defined, DefaultIconThemesResource#getIconSet should fallback to the default icon theme.
Consequently, icons are not resolved as the rest endpoint when no current theme is defined, and no theme is required explicitly.
