"+" sign is removed from attachment file when adding it through the bottom "Attachments" tab

To reproduce:

• use jetty+hsqldb package
• create a "toto+titi.txt" file
• go to the "Attachments" bottom file and add the file

-> you end up with a "toto titi.txt" file (no more "+" character)

I reproduce with tomcat too.

Sounds like a bad encoding handling of the file name.

The files attached through the WYSIWYG (like inserting an image) don't seem to loose the + characters.
