Disabled users should have access to pages content as guest users do but with a warning that their account is disabled

STEPS TO REPRODUCE

1. Login as Admin
2. Create a page (e.g. Pag1) with some content
3. Create an user (e.g. U1)
4. Login as Admin
5. Disable the user's account (from Administration or from the user's profile page)
6. Login with the user U1
7. Navigate to the created page (Pag1) and on other wiki pages

EXPECTED RESULTS

The disabled user should be executed as a guest user, therefore it should have access to the same pages content, but on top of every page should be displayed the Notice that his account is disabled.

ACTUAL RESULTS

Currently, the disabled users don't have access to pages content like guest users have, instead only the Notice is displayed:

Your account has been disabled. Please contact the administrator if you think this is a mistake.

However, the disabled users can access, view and download the page attachments which are displayed as suggestions when they're searched for in the Search box on the upper right (like guest users).
