Failed to retrieve suggestions error displayed when a local user does a search in a subwiki

Preconditions: A subwiki with local users must exist.

Steps to reproduce:

Access a subwiki as a local user

Search for a word present in any page of the wiki 

Expected results: The search suggest appears with results.

Actual results: The search suggest appears with results and a spinning wheel and the following message appears at the bottom of the page "Failed to retrieve suggestions:Forbidden"

Note: The spinning wheel from the search bar keeps spinning even after the error messages disappears.
