XWiki cannot start when xwiki.cfg is missing

Given the fact that most settings in xwiki.cfg have default values, it should not be a requirement for xwiki.cfg to exist. Yet, if it is missing, there is a NullPointerException in XWikiConfig, which propagates up to XWiki.getMainWiki and XWikiAction, thus preventing any action from being executed.
