Guests see an RSS Feed option with an unauthorized message while on a selected Tag

On a public wiki, where the RSS Feed is used along with Tag macro, unregistered / guest users see the RSS Feed link and when they click on it, they see an "Unauthorized" message.

Perhaps it should not be shown at all to guest users or the message could be clarified for this situation.

For history, since 11.6 there was a security fix added to not leave guest users use this RSS Feed.
