Allow delegating the creation of database/schema/user to an infra admin when creating a new subwiki

Right now XWiki always tries to create a database/schema/user (the object created depends on the DB) when creating a new wiki. However, there are cases when an infra admin would prefer to create these objects. For example for Oracle, an infra admin could want to set up a specific password or some specific tablespace.
